The research data were collected using a researcher-made questionnaire derived from two theoretical approaches: the &quot;Goal Achievement Approach&quot; and the &quot;Stakeholder Satisfaction Approach&quot; regarding existing healthcare laws. Using Cochran&rsquo;s sample size estimation formula and proportional stratified sampling, 381 chemical veterans in Tehran were selected. For validity assessment, qualitative content validity was used, and for reliability, internal consistency of items was measured using Cronbach&rsquo;s alpha test (ranging from 0 to 1). The extracted data were analyzed and described using SPSS 23 and Smart_PLS₃ software in two sections: descriptive analysis and inferential analysis.</span></span></span></span></span></span><br> <span style="font-size:12pt"><span style="line-height:150%"><span style="font-family:Calibri,sans-serif"><b><span style="font-size:11.0pt"><span style="line-height:150%"><span new="" roman="" style="font-family:" times="">Findings</span></span></span></b><span style="font-size:11.0pt"><span style="line-height:150%"><span new="" roman="" style="font-family:" times="">: Inferential findings show a significant difference between the current status and the desired status of the effectiveness of legal laws and regulations in the healthcare domain for chemical veterans in Tehran at the 0.01 error level (P<0.01).
